| Resumen : | El propósito de este estudio es analizar el sistema de coaliciones que buscó consolidar la Doctrina del Socialismo del Siglo XXI bajo el gobierno de Hugo Chávez para Venezuela, tomando como referencia la Alianza Bolivariana para los Pueblos de Nuestra América-Tratado Comercio de los Pueblos (ALBA-TCP) y el concepto de bandwagoning con base en la oportunidad de ganancias. Asimismo, determinar si esta alianza se ejecutó en beneficio o detrimento del posicionamiento del país en el sistema internacional-regional, o si, solo fue ésta, el resultado de una política que no obedecía al interés nacional. Para ello se establecieron los siguientes objetivos específicos: Describir las coyunturas y las condiciones tangibles e intangibles del sistema internacional en el año de creación del ALBA-TCP en términos de orden y estructura internacional; identificar las variables de oportunidades y amenazas a nivel regional que coadyuvaron a la formación del ALBA-TCP como estrategia para consolidar un frente revisionista contra la hegemonía de los EE.UU. a nivel internacional –regional; definir la Doctrina del Socialismo del Siglo XXI y determinar sus objetivos en Política Exterior con relación a la formación del ALBA-TCP, elaborados por el gobierno de Hugo Chávez y su élite gubernamental; y examinar la sustentabilidad en el tiempo, a partir del caso ALBA-TCP, del Socialismo del Siglo XXI como Doctrina de Política Exterior Venezolana, y su capacidad de cohesión en la sociedad venezolana en particular, y en la sociedad internacional regional en general, tomando como referencia el nivel de precios del petróleo. Este trabajo se realizó mediante una investigación de tipo documental, a través del estudio directo de las fuentes de información, generándose las siguientes conclusiones: bajo la égida de Hugo Chávez, se obtuvo las capacidades materiales necesarias a través de la bonanza petrolera de la época para mejorar su posición dentro de la estructura internacional-regional, sin embargo, éstas no estaban en proporción con las necesidades establecidas en lo objetivos gubernamentales del nuevo orden mundial del Socialismo del Siglo XXI. De igual modo, como estrategia no logró desarrollar la influencia y persuasión necesaria para constituir ese nuevo orden, siendo éstas las condiciones más importantes para lograrlo. |
| Descripción : | The purpose of this study is to analyze the alliance that sought to consolidate the Doctrine of Socialism of the 21st century under the government of Hugo Chavez in Venezuela, explaining the Bolivarian Alliance for the Peoples of Our America- People Trade Treaty (ALBA-TCP), and the concept of bandwagoning. Equally, elucidate if it was executed to the benefit or detriment of the country's position in the international-regional system, or if it was only the result of a policy that did not apply the national interest. For this purpose, the following specific objectives were established: Describe the tangible and intangible conditions of the international system in the year of creation of the ALBA-TCP in terms of the international order and international structure; identify the opportunities and threats to regional level that contributed to the formation of ALBA-TCP as a strategy to consolidate a revisionist front against US hegemony internationally and regionally; define the Doctrine of Socialism of the 21st century and determine their foreign policy objectives in relation to the formation of ALBA-TCP, prepared by the government of Hugo Chavez and his government; and finally, examine the sustainability over time, from the ALBA-TCP and the Socialism of the 21st century as Venezuelan foreign policy doctrine, and its cohesiveness in Venezuelan society in particular and on the regional international society in general, taking the reference of the oil prices. This work was done as a documentary research, through the direct study of the sources of information, generating the following conclusions: Venezuela under the leadership of Hugo Chavez obtained the necessary materials capabilities through the oil boom to improve its position within the international-regional system, however, they were not in proportion with the ample needs identified in the government's objectives of socialism of the 21st century, since its variable weren’t steady. Finally, the ALBA-TCP did not achieve the influence and persuasion necessary to establish the new order. |
